Chapter 9 - The Council of TwelveThe words hung in the cold underground corridor like a warning no one wanted to believe.

"It belongs... to twelve families."

No one spoke.

Even the experienced federal agents looked unsettled.

Daniel Carter slowly turned toward Thomas Bennett.

"You'd better explain."

Thomas kept his eyes fixed on the brass nameplate.

"When I started working for Hawthorne Capital twenty-three years ago, I thought I was auditing one company."

He swallowed.

"I eventually realized I was auditing twelve."

Emily frowned.

"Twelve companies?"

Thomas shook his head.

"No."

"Twelve founding families."

Daniel folded his arms.

"What families?"

Thomas took a slow breath.

"The Hawthornes were only one piece."

"The Graves."

"The Ashcrofts."

"The Sinclairs."

"The Whitmores."

"The Barringtons."

He continued naming family after family until he reached twelve.

"Each family controlled different industries."

"Banking."

"Shipping."

"Construction."

"Energy."

"Private security."

"Pharmaceuticals."

"Media."

"They looked like competitors."

"They were actually partners."

William Hawthorne slowly lowered his head.

"I suspected something."

"I never imagined it was this large."

Emily stared at the massive steel door.

"So my family wasn't running the empire."

Thomas answered quietly.

"They were managing one division of it."

The FBI cyber analyst hurried down the hallway carrying a tablet.

"Commander."

Daniel accepted it.

"What did you find?"

"I decrypted part of the Graves server."

She enlarged a document.

Across the top appeared an official-looking title.

Council of Twelve

Below it were twelve signatures.

William recognized several immediately.

"My God..."

Daniel looked over.

"You know them?"

William nodded.

"I attended charity galas with them."

"I served on corporate boards with them."

"I trusted them."

Emily looked closer.

The final signature made her stop breathing.

Dr. Eleanor Graves

Underneath her signature was a title.

Chairwoman

Daniel examined the document.

"It's dated last month."

William frowned.

"That's impossible."

"Eleanor should be nearly seventy."

Thomas nodded.

"She is."

"And she's still running everything."

The tactical team reached the biometric security panel.

One officer examined it carefully.

"Military-grade encryption."

"Can you bypass it?"

The FBI technician plugged a portable device into the access panel.

"It'll take a few minutes."

Meanwhile...

Several miles away...

Victoria Hawthorne sat quietly in the back seat of a black luxury sedan.

The fake police officer driving never looked in the rearview mirror.

Neither spoke.

Finally, Victoria broke the silence.

"Where is she?"

The driver answered calmly.

"Waiting."

Victoria looked out the window.

For the first time in decades...

She looked afraid.

Back beneath the mansion...

The access panel beeped.

The technician smiled.

"I'm in."

Heavy mechanical locks disengaged one after another.

The massive steel door slowly opened.

Cold air drifted outward.

The room beyond looked nothing like the old tunnels.

It resembled a modern executive boardroom.

A polished black conference table stretched nearly thirty feet.

Twelve leather chairs surrounded it.

Each chair displayed a bronze nameplate.

Hawthorne.

Graves.

Sinclair.

Whitmore.

Ashcroft.

The remaining names matched the document Thomas had recovered.

Emily walked slowly around the table.

"They actually met here."

Daniel nodded.

"Recently."

Fresh coffee cups still rested on the table.

Digital screens remained powered on.

Someone had left in a hurry.

One wall displayed dozens of framed photographs.

Political leaders.

Business executives.

Foreign diplomats.

Every photograph showed members of the twelve families smiling beside influential people.

Emily frowned.

"It looks like a history museum."

Thomas shook his head.

"It's an influence map."

The cyber analyst connected another laptop to the conference room server.

Instantly, hidden files appeared.

Meeting recordings.

Financial projections.

Political donations.

One folder immediately caught Daniel's attention.

Succession Plan

He opened it.

Inside were profiles.

Not of executives.

Of children.

Emily felt sick.

Each profile ranked a child according to intelligence, personality, education, and family loyalty.

Beside every name was one word.

Approved.

Or...

Rejected.

Daniel looked horrified.

"They were choosing heirs."

Thomas answered quietly.

"They were engineering generations."

William suddenly stopped walking.

On the far wall hung a large oil painting.

It depicted all twelve founding families gathered around a long table.

The painting looked at least fifty years old.

William stepped closer.

His expression changed.

"Eleanor isn't in this."

Emily looked.

Instead of Eleanor Graves...

A different woman occupied the chair.

Her nameplate read:

Margaret Graves

Thomas whispered,

"Eleanor's mother."

Daniel examined the bottom of the painting.

A brass plaque displayed a Latin phrase.

Silentium Potestas Est.

Emily looked toward Thomas.

"What does it mean?"

He answered softly.

"Silence is power."

An FBI agent suddenly called from across the room.

"Commander."

Daniel hurried over.

"What happened?"

"I found a hidden compartment."

A section of the conference table had quietly opened.

Inside rested twelve identical black folders.

Each carried one family name.

Daniel reached for the Hawthorne folder.

Inside were annual evaluations.

Financial reports.

Behavioral assessments.

Then...

A sealed envelope.

Across the front were four handwritten words.

Open Upon Failure

Daniel carefully broke the seal.

Inside was a single sheet of paper.

He read it once.

Then again.

His face hardened.

Emily noticed immediately.

"What is it?"

Daniel handed her the page.

She read the first line aloud.

If the Hawthorne family loses control, activate Replacement Candidate E.C.

Emily frowned.

"Who's E.C.?"

Thomas slowly looked up.

His face turned white.

"No..."

Daniel turned toward him.

"You know."

Thomas nodded.

"E.C..."

He struggled to speak.

"...Emily Carter."

The room fell silent.

Emily stared at him.

"What?"

Thomas continued.

"Rebecca never told anyone..."

"...because she didn't know."

Daniel's heartbeat quickened.

"What are you saying?"

Thomas opened another file.

Inside was an old DNA report dated twenty-six years earlier.

Names covered the page.

Rebecca Hawthorne.

Daniel Carter.

Emily Carter.

Below them...

Another name.

Project Successor

Emily whispered,

"I don't understand."

Thomas looked directly at her.

"You weren't simply the legal heir to Hawthorne Capital."

He paused.

"You were selected before you were even born."

Before anyone could react...

Every monitor inside the boardroom suddenly flickered to life.

A woman appeared on every screen simultaneously.

Elegant.

Silver-haired.

Perfectly composed.

Dr. Eleanor Graves.

She smiled as though greeting old friends.

"Good evening."

"I've been expecting all of you."

Daniel immediately stepped toward the nearest screen.

"Where are you?"

Eleanor ignored the question.

Instead, she looked directly into the camera.

Her eyes settled on Emily.

"So..."

"After all these years..."

"You finally found your way to the table."

Emily met her gaze without flinching.

"My mother trusted you."

Eleanor's smile faded.

"Rebecca trusted the wrong people."

"You killed her."

For the first time...

Eleanor's expression became unreadable.

"No."

"I gave her a choice."

Emily's voice sharpened.

"What choice?"

Eleanor leaned slightly toward the camera.

"Join us..."

"...or die."

Silence swept through the boardroom.

Daniel's hand tightened around his sidearm.

"You're confessing."

Eleanor chuckled softly.

"No, Colonel."

"I'm inviting you."

Suddenly, every screen changed.

A countdown appeared.

One FBI technician shouted,

"Commander!"

"I think she's armed the facility!"

Daniel's instincts took over instantly.

"Everyone out!"

The technicians grabbed the recovered hard drives.

Agents swept the evidence into secure cases.

The countdown continued.

As Emily turned toward the exit, she noticed one final message flashing across the largest screen.

It was addressed only to her.

The truth about your mother isn't in this building.

It's inside your father's military records.

The screen went black.
