Chapter 17 - The Last Shot

Raymond Walsh fired first.

The bullet struck the concrete beside Ethan.

Federal agents returned fire.

Walsh disappeared behind the rooftop ventilation system.

Victoria dropped to the ground.

Claire pulled Sophie farther behind cover.

“Stay down.”

Walsh shouted from the darkness.

“You think exposing me fixes anything?”

No one answered.

He continued.

“There are a hundred men ready to replace Charles Hale.”

Ethan moved carefully along the rooftop edge.

Walsh fired again.

The bullet grazed Ethan’s shoulder.

He fell.

Sophie screamed.

Victoria crawled toward him.

“I’m fine.”

Blood soaked his sleeve, but the injury appeared superficial.

Walsh ran toward the opposite stairwell.

Ortiz blocked his route.

He grabbed her and pressed the gun against her neck.

Everyone froze.

“Drop your weapons.”

Agents hesitated.

Ortiz stayed strangely calm.

Walsh dragged her toward the rooftop door.

“You should have known better, Lena.”

She stared at him.

“I learned from you.”

“That was your mistake.”

Claire stood slowly.

Walsh pointed the weapon toward her.

“Claire Bennett.”

She met his gaze.

“You look disappointed.”

“I should have finished this eleven years ago.”

Sophie moved.

Victoria grabbed her arm.

Walsh noticed.

“And that must be Sophie.”

Claire’s face changed.

“Don’t look at her.”

Walsh smiled.

“You ruined a great deal of work.”

Claire stepped forward.

“You murdered Michael.”

“Yes.”

“You murdered Evelyn.”

“Yes.”

Walsh seemed almost proud now.

Victoria realized something.

Sophie’s recorder was still running inside the backpack near Walsh’s feet.

Every confession was being captured.

Claire realized it too.

She kept him talking.

“Did Charles order you?”

Walsh laughed.

“Charles never had the stomach.”

“He cleaned up messes.”

“I created solutions.”

Ethan slowly reached for the weapon he had dropped.

Walsh saw him.

He turned.

Ortiz drove her elbow into Walsh’s ribs.

The gun discharged.

Claire fell.

Sophie screamed.

Walsh lost his grip.

Ethan tackled him.

Agents rushed forward.

Within seconds, Walsh was on the ground in handcuffs.

Victoria ran toward Claire.

Blood stained Claire’s shirt.

Sophie collapsed beside her.

“Mom.”

Claire opened her eyes.

“I’m okay.”

The bullet had struck high near her shoulder.

Paramedics arrived within minutes.

Claire remained conscious.

Sophie never released her hand.

Walsh was taken downstairs surrounded by federal agents.

As he passed Victoria, he smiled.

“You think your family survives this?”

Victoria looked at him.

“My family survived you.”

Outside, cameras captured Walsh being placed into a federal vehicle.

The respected commissioner had fallen publicly.

Within hours, the recording from Sophie’s device supported the confessions Claire had already documented.

The drive from the rooftop revealed the larger network.

Arrests began before morning.

Judges resigned.

Officials were suspended.

Executives were questioned.

The Hale Grand closed temporarily while investigators searched every hidden room.

But the most important moment happened quietly inside a hospital.

Claire awoke after surgery.

Sophie slept beside her.

Victoria sat across the room.

Claire looked at her sister.

“Did we finally stop running?”

Victoria nodded.

“Yes.”

Claire closed her eyes again.

Victoria watched Sophie sleeping beside her mother.
